My watch appraiser is concerned that I may have a counterfeit Presidential. It is a 1992 model. He stated that the Double quick set was not "have a smooth click thru rapid date and day function" He also said there was a bit of a drag with the winding.
What does he mean by this? Should I be concerned?

What did the appraiser say when you asked him for clarification?
This could be as simple as the watch needing to be cleaned, oiled and adjusted--watches do require regular maintenance in the same manner as other precious (and high-value) items that you own.

Kelly,
This could just be caused by wear and needing to be cleaned.
If your really worried about it being a fake, let me ask you a few questions.
On the inside of the clasp, what numbers are on the watch?
On the inside of the watch, what are the numbers on the end links next to the head?
Do you know how to take the bracelet off of the head? If you do, or need to take it to a jeweler and ask him to, then find out what the numbers on the head under where the bracelet attaches. First on the top, by the 12 O'clock position, and also at the 6 O'clock position. And when the bracelet is off, the numbers inside the conection links.
All of these will tell you if it is athentic or not if you know which numbers to look for.
If you get them, I'll tell you if they are correct. Or some of the other great watch dealers can as well.

The copies in 1992 were not as good as they are today. As already said take the bracelet off and look at the #s. On one side 6:00 you should have the serial # and at 12:00 you should have the refference #. The serial # for a 1992 should have a "C" prefix. If it is a double quickset you will have 7 screws for adjustment in the band. If it is a single quickset it will have 6 screws. And this is without saying that the President is all 18kt gold and has a Jubilee Bracelet.
Hope this helps.
PS: Of course this is if the minute hand does not jump from minute to minute and has a beat of 8 jumps per second. I think 8 is the correct # for the day date.
