I get my rings checked every year by my hometown jeweler. One had to be re-tipped last time. Is there an average amount of time that prongs wear out? The one which needed a re-tip the diamond actually rattled.

Its really dependant on the type of prongs, skill of the setter, metal they are made from, the environment in which the ring is worn, etc etc. Prongs made of silver or gold can wear out in a few years (5-10, say), whereas platinum can last for 10-40 years of continual wear. For non-platinum, 6 month intervals between examinations would be appropriate for prongs showing obvious signs of wear, otherwise 1 or 2 years. Platinum 3-4 times longer.

I know Jewelers, including myself who will fuse the correct Kt. Gold prongs or tips on to rings without using any solders. It cost a little more but last twice as long, especially in Florida where people stay in swimming pools. It also lessens easily bending or allowing a lot of stone shift or spin without compromising it's tensil strength.
